In this case, we consider whether Appellant Deborah Campbell, a recipient of benefits from Aid to Families With Dependent Children (AFDC), was entitled to a hearing following notification that her AFDC benefits would be reduced. The Department of Family Services (DFS) denied her request for a hearing and the district court affirmed that denial. We affirm the district courts judgment. Campbell also challenges the legality of the standard of need established by the legislature for 1993. We hold that issue cannot be determined by an administrative hearing and the proper forum is by a declaratory judgment action.
